we know 100,000 people died. that took place over two years was what we view as a civil war in syria. what is the moral obligation and what is the u.s. interest? i don't see any. if you want to find the u.s. interest it would be helping a soughted which i don't want to do crush al-qaeda and the others. in the real world strategy it is not a choice of black and white but black and charcoal gray. assad is a filty murderer and monster. so you have to really spin all of this out. and again, what are the consequences? what are we going to do? we didn't plan for consequences and we get benghazi. and bush didn't plan after

democratic law makers in washington proposing a bill that increases taxes on guns and ammunition by 50 percent. trace gal ger has more. >> shannon, two democratic congressman and danny davis of illinois is comparing the increase on guns and ammunition attacks on tobacco and the hope is, if you have to spend more you will lose it less. they claem that the tax would generate 600 million a year to fund things like law enforcement and gun prevention programs. it would raise the tax on all firearms from len percent to 20 percent. and raise the attacks on ammunition from len percent to 50 percent and raise the transfer tax on all weapons from $5 to $100. and congressman davis who represents parts of chicago where gun violence is ram pant,

there is a 1975 court decision that said the federal government needs to be in charge of certain districts in louisiana including the voucher program. if it increases segregation, the federal government has to stop this. >> and even we know that 90 percent of the kids are minority kids. >> so that is the first thing everyone should know about it. i try to be a positive person and kid around a lot. and generally nice to people except telemarketers. >> don't get me started on that. >> this issue makes my blood boil. 91 percent are minority kids. and in this area, it is absurd to me that you are going to decide like who's black and who's latino and who's white and

assignments were compulsory. they determined that some of the compulsory assignments were racially bised. to apply this initiative to a school choice is two things. it is conflating racial imbalance that is voluntarily and forgetting about the 91 percent that could be voluntarily and with a racial imbalance that used to be compulsory. this would be like saying a restaurant that you walk in to today happening to have mostly black and hispanic customer system like when jim crow era, restaurants were white and black and forced to be that way. if it is volitional and based on the choice of the people and happens to have a racial imbalance. that is not connected with the idea of a forced racial segregation. >> one last note, governor jinda

serious crime of rape of a child as a family that the punishment of this perpetrator has in a sense become a gift from the criminal judge. and gift of the privilege of family is uncoinsiable and the federal court will reverse the state court's decision. i hope it happens soon. 32 or 35,000 babies are born from rape every year. someone needs to give us guyedance. no state court did that before. my client was religious and chose to give birth because that is her faith. a lot of girls feel that way. the federal judge needs to make it clear to the state court dealing with the issues, don't you dare treat serious felony crime of rape as a family. >> very interesting. but in 31 states.

my understanding is the first public hearing on this is tomorrow where the public will step up and share their thoughts. how do you expect that to go. >> i think people on both sides of this issue are rallying the troops so to speak. we hope there will be a strong turnout of pro family citizens to express their view they oppose this proposed ordinance. >> there are concerns that basically what it said in -- the latest version i've seen and know it's gone through different iterations. if someone in word or deed expressed a viewpoint not compatible with all gender identity issues and sexualality issues they would be banned from holding certain positions or doing business with san antonio and there are concerns that say i posted on facebook i support traditional marriage when it was at the supreme court. are those the kind of people that would be kept out of those positions because of an

ordinance like this. >> that's what generated the great concern. this ordinance was basically a non-discrimination ordinance about employment and public accommodation and housing. it includes the categori categories -- these type of ordinances with respect to race are not controversial. it is controversial to include the categories of sexual orientation or gender identity because we don't believe that those are comparable to the kind of inborn involuntary immutable characteristics like race which are normally protected under civil rights legislation. we think the ordinance is wrong in principle. this particular ordinance in san antonio was originally drafted in a very draconian way, as you described, where it would have forbidden any whoever expressed a bias in word or deed against any of these categories from

ever receiving an appointment to a board or commission within the city. now, in the latest draft that i've seen, which was dated august 15th, that particular provision, which is almost certainly blatantly unconstitutional, has been removed. but there are many other disturbing provisions that remain. there remains a provision b barring people while serving in office from expressing a bias in word or deed in any way in their official cap pass. it that's to be considered malfeasance and cause for removal from office. we have concern about the lack of any sufficient -- >> yeah. my reading of the proposed ordinance i dunce there will be a vote the first week in september what they're aiming for and the same thing in their capacity say, hey, i'm for traditional marriage, that is cause for them to be removed from office, if i'm reading this right? >> yes. i think it's quite possible that would be unconstitutional as

intervention look like in reality. jennifer is live at the pentagon to tell us. hi, jennifer. >> hi. a senior official tells fox any strike on syria is likely to last hours not days. there are no plans in this initial mission set go after assad's chemical weapons. first of all, it is not possible to carry out a surgical strike on chemical weapons storage facilities. assad is estimated to have 1,000 tons of those materials. such a strike could unleash those chemicals and lead to a lot of death and destruction according to these sources. any plans to secure assad's chemical weapons would require special operations and boots on the ground. that it's not on the table right now. the u.s. has four u.s. navy destroyers in position and one submarine. the brits have another submarine. 211 tommie hawks were fired previously and each destroyer can carry up to 90 tomahawks at
